Lisbon will inaugurate in 2029 the first phase of line 16E, a reserved‑track tram conceived as a “surface metro”, connecting Praça do Comércio with Santa Apolónia station. Extension to Parque Tejo, in Parque das Nações, is planned for completion in 2031, according to Carris.
The scheme, originally branded LIOS, carries an estimated investment of €160 million (including rolling stock) and comprises 12 km of route with 18 stops. End‑to‑end journey time is forecast at around 15 minutes for the initial section and 35 minutes to Parque Tejo once fully delivered. The line will feature a fully segregated alignment and traffic signal priority—the first time a Carris tramway deploys both.
The final alignment between Santa Apolónia and Parque Tejo remains subject to environmental assessment, with alternatives under study to the Alameda dos Oceanos routing. The corridor will serve key eastern districts including Marvila, Matinha and Oriente.
Line 16E will enhance intermodality, offering interchange with heavy rail at Santa Apolónia and Oriente, metro at several nodes (including Terreiro do Paço), and river services operated by Transtejo/Soflusa. It will also connect with the planned Loures BRT at Parque das Nações.
