The Generalitat of Catalonia has issued a contract notice for the preparation of a feasibility study for a tramway linking La Seu d’Urgell and Andorra, with an award value of €867,446 and a 12‑month delivery period; the scheme envisages roughly 20 km of alignment, at least five stops and an estimated capital cost of €250 million.
The contract will be financed up to 65% by the Interreg POCTEFA 2021–2027 programme and will assess technical and socio‑economic feasibility in light of current road congestion; the scope includes route options, appraisal against bus‑based alternatives (bus rapid transit and enhanced bus services), potential airport linkage to Andorra–La Seu and provision for a parallel cycleway through urban sections.
Concurrently, the Government of Andorra has tendered a strategic study valued at €37,620 with a five‑month timetable to redesign its bus network so it can be operationally integrated with the future Tramvalira; the study will define stop locations, interchange hubs and park‑and‑ride facilities consistent with infrastructure planning and urban development.
Bids for the Andorran study are open until 7 August, and both procedures are being coordinated following the establishment of the project’s steering committee to establish operational parameters and demand forecasts for the cross‑border system.
These steps build on earlier Tramvalira activity and prior POCTEFA applications to progress cross‑border light‑rail studies between Catalonia and Andorra.
