Railway accident drill in Zaragoza puts emergency response to the test

A full-scale emergency exercise was staged at Zaragoza-Delicias station this morning, simulating a serious accident involving an Ouigo Madrid–Barcelona service and putting all response procedures to the test, including the newly developed PROMUVI protocol.

The Government of Aragón, infrastructure manager Adif and low-cost operator Ouigo jointly conducted the railway accident drill on Tuesday at Zaragoza-Delicias station, mobilising more than 350 personnel under the coordination of Aragón’s Civil Protection and Safety Service. The exercise simulated a train accident involving 65 passengers on the Madrid–Barcelona high-speed corridor as the service passed through the station.

Ouigo activated its Rail Accident Victim and Family Assistance Plan (PAVAFF), set up a freephone 900 helpline and established Family Reception Centres at Zaragoza, Madrid-Atocha and Barcelona-Sants. Alongside Adif and Ouigo, the exercise brought together the National Police, the Civil Guard, fire services, the Military Emergency Unit (UME), the Red Cross, and professional associations representing psychologists and social workers, among other bodies.

The drill also served as the operational debut of Aragón’s Multiple Casualty Procedure (PROMUVI), a newly created protocol embedded within the PLATEAR Territorial Emergency Plan, which governs the coordination of all agencies involved in mass-casualty incidents. The procedure covers medical triage, victim identification, hospital transfer, psychosocial and forensic support, and judicial requirements. Responders also rehearsed the management of communications with both the media and relatives of those affected.
