The Council of Ministers has authorised the signing of an agreement between Adif, the Government of Cantabria and the regional land development agency SICAN for the construction of the Llano de La Pasiega intermodal terminal, located in the municipality of Piélagos.
The planned facility will cover 140,343 m² and will be aligned parallel to the Palencia–Santander Line 160, enabling direct access to the Red Ferroviaria de Interés General. Total investment amounts to প্রায় €62 million, to be funded equally by Adif and SICAN. Both entities will hold a 50:50 ownership stake, while SICAN will be responsible for operations—either directly or via third parties—leasing Adif’s share.
The terminal forms part of a wider logistics scheme aimed at positioning Cantabria as a 200-hectare intermodal and interregional hub, integrating port, rail and road links. The development is also expected to enhance freight handling capacity at the Port of Santander.
The project is framed within the Ministry of Transport and Sustainable Mobility’s Mercancías 30 initiative, which targets increasing rail freight modal share to 10%. The funding agreement with Cantabria—long advocated by the regional government—was reached in December 2024.
