Spain authorises the creation of the Rodalies de Catalunya operator

The Spanish Council of Ministers this morning authorised the constitution of the new mixed company Rodalies de Catalunya S.M.E., S.A., which will be responsible for operating local and regional train services in Catalonia.

The company will be 50.1% owned by Renfe Viajeros and 49.9% by the Generalitat de Catalunya, with an initial capital of 2 million euros and its registered office in Catalonia. The Board of Directors will have five members chosen by the Generalitat—among them will be the president— and four members chosen by the State, one of whom will be a trade union representative.

The Minister of Transport and Sustainable Mobility, Óscar Puente, highlighted that this constitution represents a step forward in the Government’s commitment to dialogue, transformation and cohesion of the railway system, as well as the improvement of the service for citizens.

According to the Government, the new company allows a management closer to the territory, more agile decision-making and closer collaboration with users and employees. Moreover, it will maintain safety standards and coordination with the national railway system, guaranteeing the labour rights agreed upon in the collective agreement of the Renfe Group.

The new company will be formally incorporated and registered in the Commercial Register by 31 December 2025, with organisational and management activities expected to start in January 2026 and reach full operation during that year.
