Adif submits capacity offer for the second phase of liberalisation

Adif and Adif Alta Velocidad have taken an important step in the so-called “second phase of liberalisation”, the process of replicating in other corridors the model of path packages acquired through a framework contract with a duration of 5 to 10 years.

Specifically, these new corridors are Madrid-Galicia, Madrid-Asturias/Cantabria and Madrid-Cádiz/Huelva. After seeing the interest of the operators, the infrastructure managers have sent the framework capacity offer proposal.

Thus, these corridors will join the competition under the model of path packages, in force on the Madrid-Barcelona, Madrid-Levante and Madrid-Andalusia corridors.

The proposal, sent to companies today, will be incorporated into the 2026 Network Statement following the CNMC report.

Although any operator could request train paths on any corridor for commercial services, framework contracts will give them legal certainty and allow them to plan investments and schedules, unlike if they request capacity on an open basis.

With the extension of this model to 13 more provinces, Adif estimates that the network covered by the competition will reach almost 70% of the Spanish population. However, the need to acquire variable gauge rolling stock, with a limited supply, could make Adif’s plans unfeasible.
